Coimbra has been part of the 'Network of Educating Cities' since 2008, whose guiding principles are based on a policy of education for citizenship, in which the city assumes, "in addition to its traditional functions (economic, social, political and service provision), an educating function, characterised by intentionality and responsibility, whose objective is the formation, promotion and development of all its citizens, starting with children and young people", thus constituting itself as an Educating City.

The International Association of Educating Cities (IAEC), founded in 1994, is a not-for-profit organisation set up as a permanent structure for collaboration between local governments in various countries, which are committed to abiding by the principles set out in the Charter of Educating Cities.

At the beginning of 2023, the number of members totalled around 500 cities from 35 countries spread across all continents.

Portugal has 94 cities associated with this programme, Coimbra being one of them.
